City Council to discuss pending litigation

Paris City Council is to discuss pending litigation with Oscar Renda Construction, the firm contracted to do much of the 2014 bond infrastructure work, when the Council meets in executive session during a 5:30 meeting Monday in Council Chambers at City Hall, 107 E. Kaufman St. A Waste Water Treatment Plant access easement agreement also is a topic of discussion Trustees also are too discuss a tax abatement agreement regarding the West Gate Apartments behind closed doors.

During public session, Councilors are expected to approve a $588,000 contract for the demolition of the Belford Building, receive a presentation about construction of pickle ball courts at the Sports Complex and authorize an amendment to the economic agreement between the city and Emerald Hospitality, LLC (Home Suites).

A McClanahan & Holmes accounting firm representative is to present an annual audit report for the fiscal year ending Sept. 30, 2022, year-end budget amendments are to be discussed, Council is to consider a a solid waste collection permit to Triple T Sanitation, and the Council is to conduct public hearings on a zoning change request in the 2400 block of E. Price St. along with an update to the city’s subdivision regulations.

North Lamar ISD to receive audit report

North Lamar ISD board of directors is to receive an annual outside financial audit report and is expected to approve a contract with Bobby Smallwood Construction for the Cecil Everett Elementary School renovation project when trustees meet at 6 p.m. Monday in the Roy C. Chadwick Administration Office, 3130 North Main St.

In addition to attendance and enrollment reports, a employee retention bonus is to be considered as is a mutual aid agreement for facility and transportation use in event of an emergency.

In other action, the board is to consider a GASB 54 resolution relating to audit procedures, cast votes for Lamar County Appraisal District Board of Directors, receive an English as a Second Language program evaluation, along with an accountability update and a districtwide intruder detection audit report finding.

Commissioners to discuss courthouse roof repair

Lamar County Commissioners are to again meet with architects and roof repair specialists about the ongoing problem with a courthouse leak when the Court meets at 9 a.m. Monday at the Lamar County Courthouse, 119 N. Main St.

Bob Scheelar, Western Specialty Contractors of America department manager along with David Smith, president of S&S Roofing are expected to be present in the courtroom while Scott Fannin, president and CEO of Fanning Fanning & Associates of Lubbock will join the discussion virtually.

Later in the day, commissioners will reconvene at 2:30 p.m. at the courthouse to discuss a proposed joint fuel farm with the City of Paris with City Manager Grayson Path, Deputy Assistant Robert Vine along with building designer Larry Walker of WA Civil, LLC, and Michael Burns, building designer and engineer.

Other morning agenda items include the adoption of a proclamation declaring the week of Dec. 4-Dec. 10 as “Tree of Angels” week. The 21st annual “Tree of Angels” ceremony is planned at 6:30 p.m. Dec.7 at Central Presbyterian Church. The court is expected to again consider an insurance premium support program for affordable health care for small employees as well as several routine items.

PISD to meet three times Monday

The PISD trustees plan to meet at 3:45 p.m., when they are set to discuss a replacement for board member Jenny Wilson who resigned her post. The agenda calls for the swearing in of a new member after a discussion.

Then at 4 p.m., the members will hold a workshop where they will discuss district goals and the superintendent’s evaluation.

The regular meeting is scheduled to begin at 5:30 p.m., where the board is set to discuss the property value study appeals services report, a rural and low income income school grant, campus improvement plans and other topics including staff and student recognition.

All three meetings are set to be held in the Elaine Ballard Administration Building, 1920 Clarksville St.

Chisum ISD to consider appraisal resolution

The Chisum ISD Board of Trustees are expected to consider a resolution from the Lamar County Appraisal District and consider selection to the Delta County Appraisal District when it meets at 5:45 p.m. Monday at the district’s administration building, 3250 S. Church St.

Trustees are also expected to consider certification for the district’s floral design and horticulture science classes for the current school year.

The board is expected to consider a number of policies, budget amendments and a mutual aid agreement with other Lamar County school districts before it adjourns.
