The educational community will pay tribute to Samuel Paty, the history teacher at a middle school in Conflans-Sainte-Honorine (Yvelines) murdered on October 16, 2020. An opportunity to remind students of the principle of secularism.
This tribute will take place in schools this Friday, October 15, 2021. The Minister of National Education, Jean-Michel Blanquer recalls the importance of the commemoration of the assassination of Samuel Paty in schools and institutions. They will be able to organize a time of recollection in memory of Samuel Paty, and devote one hour of class time on Friday, October 15 to a time of exchange, the content of which is left to the free choice of the teams, according to their respective situations and the age of the students.
This could take the form, for older students, of a specific sequence on the construction of critical thinking and will also allow, at all school levels, to reflect on the role and place of the teacher.
Pedagogical resources are available on Eduscol to help teachers organize a sequence adapted to the age of their students.
Tributes on Saturday, October 16
Jean-Michel Blanquer will unveil a plaque in honor of Samuel Paty in the hall of honor of the Ministry of National Education. This ceremony will be held in the presence of Samuel Paty’s family.
During the same day, the Minister will attend the tribute organized at the Bois-d’Aulne College in Conflans-Sainte-Honorine. At the end of the day, a tribute will be organized in front of the Sorbonne. The Paul Painlevé square on rue des Écoles will be named “Samuel Paty Square”.
Local initiatives are also planned, starting on October 15 and continuing throughout the year, in all the rectorates of France. The Minister has asked each academy to name a room in their rectorate after Samuel Paty. The websites of each academy will list all these initiatives.
Protecting teachers and staff
The murder of Samuel Paty occurred a few days after the President of the Republic’s speech in Les Mureaux, announcing his intention to implement a comprehensive plan to fight separatism. Many other initiatives have been taken in response to the concerns and expectations that this crime has raised.
Protection by law
Article 10 of the law of August 24, 2021, reinforcing the respect of the principles of the Republic has thus enshrined an amendment known as the “Samuel Paty” amendment, which punishes with three years’ imprisonment and a fine of 45,000 euros “the fact of obstructing, in a concerted manner and with the help of threats, the exercise of the function of teacher”. The law also created a new offence of endangering the life of others by disseminating, with malicious intent, information relating to private life; following the same inspiration, another criminal offence was created, known as the “offence of separatism”: five years’ imprisonment and a fine of 75,000 euros may be required for any person who threatens, assaults or intimidates an elected official or public service employee with the aim of evading, in whole or in part, the rules of the public services.
Monitoring and protection by the academies
In each rectorate, an organization of resources has been set up under the name of “carré régalien” to improve the public response in four strategic areas: protection and promotion of the values of the Republic, the fight against communitarianism, the fight against school violence and the fight against harassment/cyberbullying. In each of these areas, a dedicated team closely monitors reports and provides a rapid response to any outbreak of conflict.
A training plan to support teachers
The day after Samuel Paty’s murder, the Minister entrusted Jean-Pierre Obin, Honorary General Inspector, with the task of writing a report on the training of National Education personnel in secularism and the values of the Republic, with the aim of producing highly operational proposals.
This report, which was submitted to the Minister on May 18, was quickly implemented through an ambitious initial and ongoing training plan, which was launched at the beginning of the school year in September 2021 and will be rolled out over four years. 1,000 trainers from all academies and departments will benefit from a reinforced and intensive training program, which will start on October 19 at the CNAM.
Media and information literacy has also become all the more crucial to reinforce students’ critical thinking and enlighten them on the use of social networks. A report submitted to the minister on July 1 by a group of experts chaired by CLEMI makes a series of proposals, to be implemented in early 2022, to strengthen training and resources for staff.
A Republican Guide
At the start of the 2021 school year, all schools and establishments in France have received the Republican Guide. This is a set of resources for teachers, consisting of :
- The Republican Idea, a collection of fundamental texts on the subject and the 4th edition of the vademecum ;
- Laïcité à l’École (Secularism in schools), a set of practical information sheets on how to deal with and react to situations where secularism is violated, drawn up by the Conseil des sages de laïcité et des valeurs de la République (Council of wise men on secularism and the values of the Republic);
- For the youngest, this kit will be completed by a guide Respecting Others in Elementary School, intended for school teachers and trainers, which will be published by the end of the year. This guide will accompany them in this fundamental teaching that contributes to making students future citizens aware of their rights and obligations towards their peers, the adults around them and, more broadly, the society in which they live.
Moreover, recent studies have shown that the younger generations have an abstract and distant vision of secularism. The Ministry therefore launched a national communication campaign on August 30 to show that secularism is a concrete reality in their daily lives, in the classroom and at school.
The “C’est ça laïcité” campaign was deployed throughout the month of September on posters, the Internet and social networks, as well as in schools and educational establishments. It presents a series of 8 posters aimed primarily at students and more broadly, in its pedagogical variation, at the educational community.
